About the Plan
The Employee Medical Plan is designed to help employers attract and retain satisfied employees. It provides many options; these include freedom of choice, cost-savings, ease of use, excellent medical coverage, and an exceptional drug and prescription medicine plan.

Think of the AGC's Medical Plan as one more tool in your arsenal to remain competitive

Contractors are eligible to join the Plan if you are a member of Associated General Contractors of America, San Diego Chapter Inc. and hold a current, valid contractor's license. Both your administrative and hourly employees can be insured.

Coverage
Each employer may choose to cover all of its employees or only its hourly field construction employees.

Hourly Field Construction Employees
All hourly field construction employees  must be covered by the Plan unless they are separately covered by collectively bargained plans. 

An hourly field worker may become eligible under two options. The first option allows coverage to begin on the first day of the second month after at least 330 hours of work within three consecutive months, during which contributions are made.

The second option establishes coverage the first day of the second month following 130 hours of work within a calendar month.

Contributions must be paid for all hours worked by hourly field workers as soon as they begin employment, beginning with the first hour worked.


All Other Employees
Employers have the option of covering all or none of their other employees who work between 86 hours and 129 hours per month for a participating employer.

These employees must complete one full month (130 hours) of work before coverage will start.

If an employee who is not an hourly field construction worker can show verification of other coverage, he or she need not be covered by the Plan.

Most Commonly Asked Questions
  • Is the Plan approved by the DOL and IRS?
    Yes. The Plan is approved by the Department of Labor and the Internal Revenue Service. It is a bona fide plan for federal Davis-Bacon and State of California prevailing-wage work.
  • Is the Plan portable?
    Yes. The AGC Plan follows a participating contractor to all jobs throughout California. It is also possible for employees to maintain eligibility with different participating employers; confirmation of continued eligibility must be requested from the Plan's administrative manager.
  • How many people are required to enroll?
    Under the AGC Plan, there is no employee minimum.
  • Who is eligible to participate in the Plan?
    The Plan is available to any San Diego AGC member firm that is an employer actively engaged in the contracting business as a licensed engineering, building, or specialty contractor.
  • Can my employees choose between the two differing Blue

    Cross of California programs?

    Hourly field construction employees must be covered by the HMO plan. You may offer your salaried employees either the HMO or the PPO plan, one of which you, as the employer, may choose at your discretion.

  • Are there any limitations or exclusions for pre-existing conditions?

    Under the AGC Plan’s HMO, there are no pre-existing condition limitations. However, under the PPO, a pre-existing condition provision may affect your employees and/or dependents. A pre-existing condition is one resulting from an injury or illness that was first manifested before being insured under

    the Plan.

  • Does San Diego AGC handle COBRA and other regulatory compliance obligations?
    Yes. The AGC Plan provides full COBRA administrative services, removing the burden of paperwork from you.
  • Does San Diego AGC process Qualified Medical Child Support

    Orders (QMCSO)?

    Yes. The AGC Plan will process QMCSO orders and handle the necessary

    paperwork and communications with the Department of Child Support Services (DCSS). That means you, the employer, will not need to train your employees about QMCSO, or maintain the necessary files.

  • Why should I choose San Diego AGC's Employee Medical Plan over another plan?
    The AGC Plan can offer competitive rates, thanks to the group's size. Also, when you put your money into the Plan, you don't pay payroll taxes on the dollars you've contributed toward health benefits for each covered employee. And your employees will like the Plan's freedom of choice, ease of use, and excellent drug and prescription medicine programs.
  • How soon does coverage start?
    Coverage under the salaried plan starts the first day of the month following 30 days of full-time employment. Hour-bank coverage begins after a required number of hours have been worked. (Please see "AGC Employee Medical Plan Premium Rates" for details.)
  • What is the San Diego AGC chapter's Health and Welfare Trust?
    The Trust administers the AGC Employee Medical Plan. It was conceived and placed into effect by its trustees themselves AGC contractor members on April 1, 1984. The Trust's purpose is to provide group medical benefits to AGC contractor members and their administrative and hourly employees.

AGC Employee Medical Plan Trustees
Much of the credit for the AGC Employee Medical Plan's strength lies with the contractors who serve as its trustees.

All of the trustees are successful businessmen in their own right. As owners/principals of general contracting companies, they have been active members of the San Diego AGC for many years and have donated countless hours to the creation and implementation of the Employee Medical Plan.

The trustees are themselves participants in the Medical Plan. As such, they understand and represent their fellow participants' best interests at all times.
