November 7th…the Construction Industry Needs to Support Infrastructure Bonds and Initiatives!!!

Tuesday……November 7th is one of the most important days in the last few decades for San Diego’s infrastructure.  Over $6 billion of much needed infrastructure funding for our county is on the ballot. These bond issues and initiatives will assist in funding mainly transportation, health care facilities, and educational needs. 

AGC members have been very generous in their support of the campaigns for these bond issues and initiatives…..members gave just over $250,000 to AGC’s Political Action fund, and the funds were distributed to a variety of key infrastructure campaigns….in addition, members also gave an additional $115,000 that was directed to the Proposition 1A and 1B transportation campaigns…..for a total of $365,000!!!!! 

Now…we need the membership to take one more proactive step to support these campaigns.  We ask that you take a minute or two…. right now….and print out 50 or 100 of the attached voter recommendation  summaries and distribute them to co workers, subcontractors, suppliers….anyone that has an interest in making sure that there is proper investment in San Diego’s infrastructure. 

There are thousands of voters working in our industry in this county….they all need to have the information necessary to make smart infrastructure votes…do not hesitate…click this link…hit the print function…. And distribute these voter guides to everyone you know in the industry…..now!!!

 

Members Asked to Volunteer for Key Task Force Assignments

The AGC Board of Directors has established two key task forces to address some very important issues that will face the industry during 2007.  The first task force involves 5-7 members that are asked to volunteer to work with AGC staff to monitor and guide AGC’s effort as the California Air Resources Board establishes regulations for Construction Industry Diesel emissions.  CARB staff will soon be presenting their final recommendations to the CARB Board of Directors.  During the next few months, the CARB Board will consider these recommendations. 

AGC is part of the Construction Industry Air Quality Coalition (CIAQC), which is a coalition of key construction associations representing the industry with CARB.  AGC has pledged $20,000 to help fund CIAQC this year.  The CARB regulations are very complex and difficult to understand and have the potential to devastate the industry.  The AGC Task Force will be asked to spend a half day with consultants to make sure they understand the base proposal.  They will then be asked to work closely with staff as the negotiations between CARB and CIAQC develop.

Members that are part of this task force should have an inventory of large equipment.  This will help in determining critical positions during this process. 

The second task force will be developing positions for AGC Board consideration concerning the variety of alternative project delivery systems that are either being used or are being considered for use by public entities.  For decades, public entities limited, usually through laws, their construction project delivery to design bid build…i.e., straight competitive bidding.  During the past several years, there has been a strong movement by numerous public entities to broaden the delivery systems available to public entities.  Systems such as design build, design sequencing, CM/GC, etc., have been proposed and are being used.  The AGC Task Force will be asked to consider AGC positions on these systems for both engineering and building projects. This may involve meeting on a fairly regular basis for several months.

A Busy Week Ahead at SANDAG

It will be busy week at the San Diego Association of Governments (SANDAG) this week, as infrastructure and air quality issues take center stage. 

Wednesday afternoon, the California Transportation Commission (CTC), which is responsible for distributing state funds for various transportation projects throughout the state, will be in San Diego for a “listening “session” on goods movement.  The CTC is working in partnership and collaboration with Caltrans and regional agencies to identify, program, and deliver priority projects in key corridors that yield the mobility connectivity that Californians expect.   Some of the areas likely to be addressed are the I-5, I-805, and I-15 corridors, as well as the transportation infrastructure at the border, port, and airport.

A news conference emphasizing the importance of passing Propositions 1A-1E has been tentatively scheduled outside the SANDAG offices to coincide with the “listening session”.  AGC President Tom Brown, Sierra Pacific West, will join San Diego Mayor Jerry Sanders, and business leaders to encourage voters to support the protection of state sales tax on gasoline for transportation projects (Prop 1A), and the $37 billion bond package (Props 1B – 1E), which includes funds for projects that will help move goods more efficiently.

Friday morning, the SANDAG Transportation Committee will review the impact of proposals by the California Air Resources Board to enact regulations on emission reduction requirements for off road diesel engines greater than 25 hp.  As we have been reporting to you, AGC is part of a coalition (Construction Industry Air Quality Coalition, or CIAQC) that has been presenting a united voice for the construction industry.  Jim Ryan, AGC’s Executive Vice President, will be attending the hearing and will be available to provide testimony on CIAQC’s efforts.

AGC Annual Construction Safety Excellence Awards (CSEA) – Deadline Nov 22- by 12:00 noon

The AGC Annual Construction Safety Excellence Awards (CSEA) program sponsored by Willis has been an ongoing and evolving effort by the AGC of America to recognize companies who have developed and implemented excellent safety and loss prevention programs achieved through management commitment, employee training and program innovation.

The purpose of the CSEA is to recognize those construction companies who excel at safety performance. CSEA will closely examine each candidate's commitment to safety and occupational health management and risk control. Unlike the National AGC Safety Awards (NASA) program that limits the criteria to frequency rates, the CSEA selection process is considerably more comprehensive. Judges will look for evidence of company management commitment, active employee participation, safety training, work site hazard identification and control, and safety program innovation.

Participants will be required to complete the application forms and submit them to their local AGC Chapter. The AGC Chapters will select finalists in each category (if applicable) and submit those recommendations to AGC of America. Members of the AGC Safety & Health Committee will review the Chapter's submittals at the winter meeting. Then the finalists in each category will compete at the AGC National Convention for either a 1st, 2nd or 3rd place award. Finalists will have an opportunity to give an oral presentation in front of five judges. The first, second and third place awards will be determined after oral presentations. The winners will be announced at the Willis Safety Awards Breakfast during the AGC Annual Convention.  For a CSEA application, please request a copy from Marcy at mknopman@agcsd.org

The AGC Annual Meeting has been rescheduled for Wednesday, December 13 at the Hilton San Diego Resort on East Mission Bay Drive.  Please mark your calendars.  This will be a very informative meeting with a financial review of the San Diego AGC Chapter and also election of new Board Members.
