San Diego Construction Leadership Council (CLC)…Developing the
Future Leaders of the Industry
Kick-off Meeting May 29th

AGC San Diego Education and Training Committee,
along with President John H. Daley, Jr., Daley
Corporation, have announced the formation of the Construction
Leadership Council (CLC). Our
new CLC program is designed to allow young, enthusiastic members of
AGC San Diego the opportunity to play a significant role in the
industry, and to learn more about leadership, networking, and other
essential career building skills. (CLC

At the national level, programs like the CLC have
been active for several years, and in fact, many local chapters have
been flourishing for over 10 years. Approximately half of AGC's
local chapters have established some kind of CLC programs or are in
the process of doing so. AGC of America decided to create this new
program when it became apparent that most individual members who
were actively participating in Chapter activities and programs were
mid-career and beyond. A program that focused on individual members
early in their careers was obviously needed.
Each AGC Construction Leadership Council (CLC)
program is unique to its surroundings. The CLC programs around the
nation can vary in name and number of members, however, the goal is
still the same…“get our young future leaders involved in our
industry”. AGC programs that were “top of the class” carved out
significant responsibilities that allowed the CLC participants to
become engaged in industry programs that truly helped to improve the
industry.
So what does this all mean?
After learning from other successful programs around
the country, the Education Committee has mapped out a strong program
for our CLC program. As CLC grows and matures, this program will no
doubt flourish on its own. The CLC participants will be encouraged
to set the direction of the Program, but to get the Program started
the Committee felt that defining some areas of responsibility was
important. The AGC San Diego CLC Program participants will be
responsible for the following AGC Activities:
1.
Liaison with AGC Student Chapter at SDSU
SDSU’s JR Filanc Construction Engineering and
Management (CEM) Program is now in its second year. The strong CEM
Programs around the country also have strong AGC Student Chapters.
The Student Chapter provides a connection to the industry that is
difficult to provide without an organized program that has heavy
industry support and participation. CLC will be tasked with
presenting to the Education and Training Committee a plan each year
to ensure AGC San Diego members are engaged in the SDSU Student
Chapter and that a strong student chapter exists each year at the
University.
2.
Reno
Competition
Each year, construction engineering and management
programs from throughout the country compete in what has become
known as the Reno Competition. This event is held annually
in Reno, Nevada and is sponsored by a number of construction firms.
Each University team that competes is involved in putting together
an estimate for a project and presenting their plan to build the
project to a panel of contractors. Winning this competition is very
prestigious. In order to compete successfully, the student teams
are required to spend several months preparing, usually under the
supervision and “coaching” of experienced mentors from the
industry. The AGC San Diego CLC Program participants will be
responsible for providing the coaching for the SDSU team.
3.
Junior
Achievement’s BizTown
The AGC San Diego Board of Directors and the AGCSD
Education and Training Committee have made a long term commitment to
the Junior Achievement’s “BizTown,” which is a “village” in which up
to 12,000 5th graders each year will visit and learn how
business works. The AGC’s “Construction Company,” one of the
storefronts in BizTown, along with several other high profile San
Diego businesses and associations. All CLC participants will be
asked to volunteer for at least one day per year at the AGC
“Construction Company” in BizTown. They will work with the “CEO”
and other “employees” of the “company” to build and sell the
constructed product that is part of the program.
4.
AGC
Scholarship Program
The AGC San Diego has greatly enhanced its
scholarship program in the past year. The CLC participants will be
responsible for interviewing and selecting a portion of the
recipients of the AGCSD Scholarships.
5.
Local
Seminars
AGC’s CLC participants will also work with the AGC
Education and Training Committee to bring speakers that will focus
on politics, technology, design and engineering innovations, etc.,
to the CLC meetings. The goal will be to enhance the CLC
participants understanding of key industry issues.
6.
Networking
CLC will also provide opportunities for participants
to network on a local, statewide, and national basis with other CLC
participants. AGC of California has an ongoing program, and we
anticipate joint meetings taking place. There will also be
opportunities to participate in national CLC activities.
While this may sound like great deals of activity for
participants, the leaders of the CLC understand that time is a
valuable commodity. Participation in CLC Programs is designed to
give participants some outstanding opportunities without interfering
in their work or family life.
Remember…..construction is a “people” business,
and CLC will assist in helping build important skills for all
participants.

participant in the AGC California CLC Program, will Chair this
effort. CLC will be staffed by Ryan Famularo, AGCSD’s
Marketing Manager / Safety & Education. For more information,

AGC Board
of Directors to Finalize 2008 Legislative and Policy Positions and
Consider June 3 Ballot Measures
On Thursday, AGC’s Board of
Directors will review recommendations from the Government Relations
Committee on Legislative and Policy Positions for 2008. This annual
review and approval process of our legislative and policy positions
is made possible by the hard work of the Government Relations
Committee and other committees. The positions, which are widely
distributed to AGC members and other industry stakeholders, allow
AGC and its staff to effectively communicate our issues to public
and private owners.
Also on Thursday, the Board of
Directors will consider most of the state and local propositions on
the June ballot, including two eminent domain issues (Props 98, 99),
City of San Diego Charter changes (Props A-C), and a building height
limit in Chula Vista (Prop E). The Government Relations Committee
will be meeting on Wednesday to review the propositions and prepare
recommendations to the Board of Directors. It should be noted that
AGC already has endorsed Proposition H, which is a $195 million
school bond for the Oceanside Unified School District.
Environmental Impact Report Certified for Potential Airport
Improvements, but When Could Construction Start?

year… 3-5 years… longer?
Last week, the San Diego County Regional Airport
Authority voted to certify a Final Environmental Impact Report (EIR)
for its immediate term Terminal Development Program.
This sets the stage for potentially $700 million of
construction projects intended to help the Airport meet its growing
passenger demand: Construction of 10 new gates at Terminal 2,
vehicle parking and roadway improvements, and various airfield
improvements.
A question remains, however, as to when we might see
the first shovel put into the ground. As you may have been reading
in the news, there has been a concerted effort by various
stakeholders to make sure a longer-term “vision” is taken into
consideration before any short term improvements are made. Specific
ideas include moving all the terminals to the northeast side of the
airport and building an Intermodal Transit Center. Can you say a
huge undertaking?
Three of the largest players that could make this
long term “vision” happen (Airport Authority, City of San Diego, and
the San Diego Association of Governments) are about to sign a
Memorandum of Agreement for a study to be performed that will look
at the long-term vision and whether or not the proposals are
feasible, appropriate, and lawful. Jacobs Consulting Group has been
hired to do the study, which must be approved by all parties by
February 28, 2009.
What is interesting to note is the preparation that
the Airport Authority’s Facilities Department has undertaken for the
past several months in front of any final decision. They already
have selected 11 “prequalified” companies or joint ventures that
will have a chance to build the 10 new gates, airside and landside
improvements, and a potential parking structure. The project
delivery method for the projects has yet to be determined, but it
likely will be Design-Build or CM-at Risk.
If all goes well, we can see construction of the
airport improvements to begin in 2009. It could be a very different
story if the long-term vision plan is “do-able”. Stay tuned…
Speaking of the Airport Authority….AGC’s Specialty Contractors to
Sponsor “Meet Your Airport Team” on May 28
Every year, the Specialty Contractors’ Council holds
a few “Meet Your General Contractor” or Meet Your Owner” events,
which gives specialty contractors and other AGC members an
opportunity to hear about a GC/owner and what type of work is coming
up.
On Wednesday, May 28 from 4:30 – 6:30 PM, at the
Lindbergh Field’s Commuter Terminal, we have scheduled a “Meet Your
Airport Team”. The first hour of the
event will feature presentations from the Airport’s Facilities
Department, Small Business Development, and other departments. Some
of the issues to be addressed include: Current construction program
and future work opportunities (including the Terminal Development
Program); project delivery methods; pre-qualification; basis of
award; labor compliance; material price increases; and bidding,
addendum, and alternates.
The second hour of the event will be strictly social,
as attendees will have an opportunity to visit with Airport
staff…this is a great way for company leaders, superintendents,
project managers and engineers, estimators, and business development
staff to meet the Airport’s decision makers!
