The 80th Annual Associated General Contractors of America San
Diego Chapter, Inc’s Installation of Officers and Directors
Dinner…..Thursday January 23rd….
Tom Anderson
Bergelectric to be installed as AGC 62nd President…..Jack
Filanc, Filanc Construction to receive SIR Award
By Jim Ryan AGCSD EVP
Over 400 AGCSD members
and guests are expected to attend the AGC 80th Annual
Installation on Thursday January 23rd. The Installation will
be held at the Hilton Torrey Pines, located at 10950 North Torrey Pines
Rd. and will begin at 5:30 pm. We anticipate a complete sell out for
this event…..and today is the last day to take advantage of the early
registration discount…..so when you are finished reading this week’s
Monday Morning Quarterback….print out the attached registration form and
fax your registration to Rae Krushensky at 858 558 8444!
The AGCSD Installation
Dinner is a San Diego construction industry tradition that has been
taking place since the 1920’s. This year
Tom
Anderson, Executive Vice President of
Bergelectric, will be installed as the 62nd President of the
AGCSD. In addition, Jack Filanc, Chairman of J.R. Filanc Construction,
will become the 20th AGCSD member to receive the AGC highest
honor…the SIR(Skill, Integrity,
Responsibility) award.
Tom is the second
AGCSD subcontractor member to be elected President of the Association.
The first was Mr. Ted Rossin, Rossin Steel in 2001. The AGCSD bylaws
were amended in the 1990’s to allow subcontractor members that are part
of the “Contractor” membership classification to become the AGCSD
President. The Contractor classification allows subcontractor firms to
become “Active” members of the AGCSD. As an “Active” member,
contractors have the same rights, duties, and dues structure as the
AGCSD General Contractor members.
Jack Filanc’s
nomination as the 20th SIR Award winner was unanimously
approved by the AGCSD Board of Directors…and rightly so. Jack has been
a long time leader of the San Diego construction industry. He served as
the AGC President in 1995 and has always responded when the industry
called upon him. His most recent effort to “step up to the plate” for
the industry will certainly be a lasting contribution….he and his wife,
Jane Filanc, donated $3,000,000 to the San Diego State University
Construction Engineering and Management Program last year…….and thanks
to his efforts and the leadership also offered by Jack’s son, Pete
Filanc, and the generosity of AGCSD members that donated over
$2,000,000, the J.R. Filanc CEM Program will be graduating generations
of project engineers at our local University. The first students were
accepted in the Program in the Fall of 2006.
In addition the
following individuals will be installed as Board members and officers of
the Association
New Board Members;
Mark Filanc, J.R. Filanc Construction
Bill Haithcock, Casper Company
Diane Keltner, Synergy Electric
Tom Brown, Sierra Pacific West
New Officers;
John Daley Jr., Daley Corp.
Kevin Elliott, Roel Construction
Diane Keltner, Synergy Electric
It should be noted
that the election of Diane Keltner
of Synergy Electric as the 2007 AGCSD Treasurer is a first for the AGC…..as
Treasurer, Diane is “in the chairs” and is on track to be elected the
2009 President of the AGC San Diego….the first female to be “in the
AGCSD chairs.”
The Installation will
also include the graduation of a record number of apprentices from AGC
Apprenticeship and Training Program. For a number of years, we have
honored the hard work and dedication of these individuals during this
event. We invite the graduating Apprentices and their spouse or close
family members as the industry’s guests. It is a big night for this
group that is a vital part of the future of our industry.
Another hard working
group that will be honored is the 30 individuals that are the 2006
graduates of the AGCSD Project Management Program. These students
worked for 26 weeks, attending classes in the evening and worked
extremely hard through the rigorous curriculum to graduate from the
program…these individuals will also be the guests of the AGC.
Finally, the evening
will conclude with the awarding of the annual AGCSD Membership Awards.
Now
let me editorialize a bit……San Diego has a vibrant, active construction
industry that is considered by many to be one of the best in the United
States…..this only happens when we have leaders that “get the job” done
and individuals that are willing to go that extra mile to educate
themselves to help improve their performance each day. The AGC
Installation is not only an evening that we set aside to recognize these
individuals and firms…it is also an evening to inspire other individuals
and firms to work hard and to be recognized themselves in the future……
So…..it is important
that you send in that registration form
now…..attend…..and keep the San Diego construction industry momentum
moving forward!!!!!
See you there!!!!!
PS (the evening will
conclude by 9:00 pm!!!!)

A “Centrist” Governor Accepts Second Term and Tasks Legislature
By Brad Barnum, Vice President Government Relations
Last
Friday, I had an opportunity to join AGC’s
President Tom Anderson (Bergelectric) and Senior Vice President John
Daley, Jr. (Daley Corporation) for Governor Schwarzenegger’s Swearing-In
Ceremony and Inaugural Ball. As the Governor took the Oath of Office
before 3,000 invited guests in Sacramento’s Memorial Auditorium, one
couldn’t help but reflect on the Governor’s past 14 months, which
started with devastating initiative losses in the 2005 Special Election
and ended with a double digit re-election victory and a resounding
victory for a $37 billion state infrastructure bond package.
The Governor believes
he has figured out a way to govern….in the middle….and by the sound of
his Inaugural Address we can expect more of the same:
“The
question is not what are the needs of the
Republicans or the Democrats? The real question is what are the
needs of our people? We don’t need Republican roads or Democratic
roads. We need roads. We don’t need Republican health care or
Democratic health care. We need health care. We don’t need Republican
clean air or Democratic clean air. We all breathe the same air.”
“We face important issues that should unite us. I believe that we have
an opportunity to move past partisanship…to move past bi-partisanship…to
move to post-partisanship. Post-partisanship is not simply Republicans
and Democrats each bringing their proposals to the table and then
working out the differences. No, post-partisanship is Republicans and
Democrats actively giving birth to new ideas together.”
“At one time, the greatest public policy innovations came from the
liberals, such as during the New Deal. Then the most innovative ideas
came from the conservatives, such as Ronald Reagan. It is time we that
combined the best of both ideologies into a new creative center.”
“Centrist does not mean weak. It does not mean watered down or warmed
over. It means well-balanced and well-grounded. The American people
are instinctively centrist…so should be our government. America’s
political parties should return to the center. They should return to
the center where the people are.”
In 2006,
Governor Schwarzenegger listened to the voters, moved to the center, and
was well rewarded with victory. Will Republican and Democratic
legislators do the same in 2007, as they consider important issues, such
as health care, air and water quality, and prison reform? Or will they
continue to fight term limits/redistricting, pit extreme conservatives
against extreme liberals, and encourage the status quo?
Only
time will tell for the answers to the above questions, but the following
action is telling: Assembly Republican Leader George Plescia was ousted
as leader after helping the Governor get the infrastructure bond
measures passed by voters. His conservative caucus thought he was too
“moderate”, even though nearly all of them supported putting the
measures on the ballot. Need I say more? Status quo!

AGC’s Liaison Committees Begin Meeting This Week
As the
New Year begins, we wanted to remind you about an important tool for
public works contractors, AGC’s Industry Relations Committees. These
“liaison” committees allow for an open and on-going dialogue between
contractors/subcontractors/material suppliers, and public agencies which
results in a successful construction project that utilizes tax funds in
the most efficient and effective manner possible.
AGC
routinely meets with the City and County of San Diego, the Port
District, Airport Authority, Caltrans, San Diego City Schools, the San
Diego County Water Authority, and the Navy. With that being said, we
wanted to give you the schedule for the first round of meetings (the
times and dates are subject to change):
January
8 – County Water Authority – 11:30 AM @ AGC
January 17 – Public Building Liaison Committee – 7 AM @ AGC
January 19 – Caltrans – 8 AM @ AGC
January 31 – City Liaison – 1 PM @ AGC
February 5 – Port District – 1:30 AM @ Port
February 21 – County – 1 PM @ AGC

It
should be noted that the Navy Liaison Committee meets about twice a
