The San Diego AGC is a committee driven association and relies on committees to act as the creative arm for the industry. Members in all membership categories are encouraged to participate on AGC Committees. Participating on an AGC Committee allows members the opportunity to give strong direction to the industry and to develop their skills and abilities. The construction industry needs volunteers that will continue to direct the industry in a positive manner. Serving on an AGC Committee is an excellent way to achieve this goal. Please participate in your industry and volunteer for an AGC Committee.

Meets:   10 Times / Year
Description:   The Contractor / Specialty Contractors' Council is comprised of members from Contractor / Specialty Contractor AGC firms. The Council is to meet 10 times per year and to present the Board with policy recommendations and the AGC Committees with program recommendations that meet the specific needs of the Contractor / Specialty Contractor Members. The Specialty Council is responsible for the Contractor of the Year contest; SDSU Football Tailgate and other projects as needed. Terms on this council are for two years.

Description: The General Building Contractors' Council is comprised of members from the General Building Contractor AGC firms. The Council is to meet 3 to 4 times per year and to present the Board with policy recommendations and the AGC Committees with program recommendations that meet the specific needs of the General Building Contractor Members. Terms on this council are for two years.

Description:   The General Engineering Contractors' Council is comprised of members from General Engineering Contractor AGC firms. The Council is to meet 3-4 times per year and to present the Board with policy recommendations and the AGC Committees with program recommendations that meet the specific needs of the General Engineering Contractor Members. Terms on this council are for two years.

Meets:   3 - 4 Times / Year
Description:   The Affiliate Members Council is comprised of members from Affiliate AGC firms. The Council is to meet 3-4 times per year and to present the Board with policy recommendations and the AGC Committees with program recommendations that meet the specific needs of the Affiliate Members. Specific responsibility includes Spring Golf and the Affiliate Day Golf Outing. Terms on this council are for two years.

Description:   The AGC Builders' Exchange Committee will oversee AGC's bidding information publication, the "Daily Construction Reporter"; the online bidding information service, The Construction News; iSqFt, AGC's online Plans and Specs Service; and the AGC Building Permit Information Service. This committee will also provide direction for the operation of the AGC Plan Room.

Industry Relations - These committees are intended to include contractors, subcontractors, and material suppliers involved in working with the public agencies listed below.

	Chairperson: Jeff Turner, FCI Constructors, Inc. Meets: 4 Times / Year Description: This committee meets quarterly with Caltrans officials to discuss issues of importance between the construction industry and District 11 Caltrans officials. It has the responsibility to make sure industry and Caltrans concerns are addressed and communicated on a regular basis to the membership. The committee also has the responsibility to coordinate with the San Diego AGC and the AGC of California Committees that meet with Caltrans headquarters officials in Sacramento. The committee's focus is on solving day to day challenges faced on construction sites. Topics will include but are not limited to bidding practices; specification content; payment schedules; inspection methods etc. The Government Relations Committee is responsible for general political matters involving Caltrans, road funding, etc.
	Chairperson: Jeff Scheidel, Scheidel Contracting & Engineering, Inc. Meets: 4 Times / Year Description: This committee meets quarterly with the City of San Diego and periodically with other cities in San Diego County to discuss issues of importance between the construction industry and City officials. This committee has the responsibility to make sure industry and City concerns are addressed and communicated on a regular basis to the membership. The committee's focus is on solving the day to day challenges faced on construction sites. Topics will include but are not limited to bidding practices; specification content; payment schedules; inspection methods etc. The Government Relations Committee is responsible for general political matters involving the City, etc.
	Chairperson: Wes Wise, TC Construction Company, Inc. Meets: 3 Times / Year Description: This committee meets three times per year with the County of San Diego to discuss issues of importance between the construction industry and County officials. This committee has the responsibility to make sure industry and County's concerns are addressed and communicated on a regular basis to the membership. The County is represented by officials from the Public Works Dept. (engineering projects) and the County General Services (building projects). Topics will include but are not limited to bidding practices; specification content; payment schedules; inspection methods etc. The Government Relations Committee is responsible for general political matters involving the County of San Diego, etc.
	Chairperson: Rick Cohen, Jaynes Corporation Meets: 4 - 6 Times / Year Description: This committee is charged with the responsibility of maintaining an open line of communication with various public agencies involved in building construction. The committee addresses current issues through individual task forces that are critical to the relationship between contractors, subcontractors and the public agencies. Members of this committee may also volunteer for liaison committees established with UCSD, SDSU, Community Colleges and certain school districts.
	Chairperson: Dennis Uthe, PCL Construction Services, Inc. Meets: 3 Times / Year Description: This committee meets 3 times per year with the San Diego Unified Port District to discuss issues of importance between the construction industry and Port officials. This committee has the responsibility to make sure industry and Port concerns are addressed and communicated on a regular basis to the membership. The committee's focus is in solving the day to day challenges faced on construction sites. Topics will include, but are not limited to, bidding practices; specification content; payment schedules; inspection methods, etc. The Government Relations Committee is responsible for general political matters involving the Port District.
	Chairperson: Jon Wald, Sundt Construction Meets: 3 Times / Year Description: This committee meets 3 times per year with the San Diego County Regional Airport Authority to discuss issues of importance between the construction industry and Airport officials. This committee has the responsibility to make sure industry and Airport concerns are addressed and communicated on a regular basis to the membership. The committee's focus is in solving the day to day challenges faced on construction sites. Topics will include, but are not limited to, bidding practices; specification content; payment schedules; inspection methods, etc. The Government Relations Committee is responsible for general political matters involving the Airport Authority.
	Chairperson: Mark Filanc, J.R. Filanc Construction Company, Inc. Meets: 3 Times / Year Description: This committee meets 3 times per year with the San Diego County Water Authority to discuss issues of importance between the construction industry and Water Authority officials. This committee has the responsibility to make sure industry and Water Authority concerns are addressed and communicated on a regular basis to the membership. The committee's focus is in solving the day to day challenges faced on construction sites. Topics will include, but are not limited to, bidding practices; specification content; payment schedules; inspection methods, etc. The Government Relations Committee is responsible for general political matters involving the Water Authority.
	Chairperson: Marc Penick, T.B. Penick & Sons, Inc. Meets: 2 - 3 Times / Year Description: This committee meets on a regular basis with the Naval Facilities Engineering Command, Southwest Division to discuss issues of importance between the construction industry and Navy officials. This committee has the responsibility to develop a meaningful dialogue with Navy personnel on a variety of issues including specifications; delivery systems; change order procedures; contracts etc. The committee's focus is in solving the day to day challenges faced on construction sites.

Meets:   3 - 5 Times / Year
Description:   The Government Relations Committee ensures that AGC of San Diego keeps a high profile position in the "political arena" at the local, regional, state and national levels. This will involve a continual analysis of all political efforts affecting the industry. The committee will annually develop legislative positions for distribution to the membership. It will work closely with our Legislative Advocate in Sacramento and with the AGC of California and AGC of America on all statewide and federal legislative matters. The committee is also responsible for advocacy of adequate infrastructure investment.

Meets:   4 - 6 Times / Year
Description:   The PAC committee will focus It's entire effort on fundraising and candidate endorsement. Specific activities include:

Interviewing and recommending to the Government Relations Committee and to the Board of Directors candidates at the local, regional, state and national level for AGC San Diego endorsements.
Developing an annual fundraising plan for Government Relations Committee and Board approval. In key election years this is particularly important. This fundraising should include a plan to solicit PAC donations; a plan for reception type fundraisers sponsored by members in the member's offices; and coordination of key individual donations with the AGC.

Description:   The Labor Relations Committee shall be responsible for negotiating and administering collective bargaining agreements between the various building trade unions and the San Diego AGC signatory contractors. The committee shall also be responsible for AGC participation on the various Taft Harley Fringe Funds and the various Joint Apprenticeship & Training Committees (JATC). Members of these committees must be employed by firms that are signatory to collective bargaining agreements.

Description:   The committee is tasked with promoting and delivering services that educate and offer compliance to companies dealing with Human Resource Practices in the construction industry. In addition, the committee shall serve as a forum for Human Resources Professionals, as well as those dealing with Human Resource responsibilities in order to share information, solve problems and network. The committee should also serve as a resource for AGC members on employment and other HR issues facing contractors today.

Meets:   4 - 6 Times / Year
Description:   The committee is to provide cutting edge education and training opportunities in the following areas.

Construction Tech Academy: The committee is charged with the responsibility of helping to develop and promote Construction Tech Academy. This 400 + student high school that is located in Kearny High School will graduate students that intend to pursue a career in the construction trades, architecture, or engineering. Part of this responsibility is to work closely with AGC's Apprenticeship Program.
Education Seminars: The committee is to develop and offer courses each year in a number of areas including Supervisory training; Construction Business and Management; Executive Leadership; Project Management / Engineering; and Construction Technology. Courses should be designed to range from short 1-2 hour seminars to full day or two day offerings with nationally known speakers.
AGC Scholarship Program: The committee is also charged with overseeing the AGC Scholarship program. The AGC Educational Trust provides funding for scholarships mainly to San Diego State University.
SDSU Construction Engineering and Management Program: The committee will provide resources to assist SDSU with the new Construction Engineering and Management Program.

Description: This committee is charged with the responsibility of planning the Annual AGC Affiliate Day, held each year at the Singing Hills Country Club. Committee members are assigned to various sub-committees, which organize the golf tournament, assist in the planning and preparation of the event and assist in the running of the day's event. Each members of this committee must commit to attend as many meetings as possible and to assist on the day of the event.

Meets:   4 - 6 Times / Year; Subcommittees in charge of specific events may meet more often prior to the event.
Description:   The Meetings & Events Committee oversees, plans, and assists in organizing all AGC meetings and events. The committee will be responsible for insuring that AGC meetings and events are relevant, meet the membership's needs and are well planned and organized. Meetings will include: Spring Conference; Winter Conference; Membership Mixers; Spring Golf; Baseball Bash; Day at the Races; Affiliate Day Golf; Build San Diego; AGC Softball Classic; Holiday Dinner Dance; and Membership Meetings. Committee members will be asked to actively participate in one or two of the above events as well as attend the regularly scheduled general committee meetings.

Meets:   Monthly
Description:   The committee is tasked with promoting and delivering services that maintain and improve safety in the construction industry. Services include monitoring, communicating, and understanding Federal OSHA and Cal OSHA policies and procedures; continually publishing updated safety information; providing state-of-the-art consulting and safety educational opportunities; and continually searching for new ways to motivate the industry to upgrade safety consciousness. The committee is also charged with monitoring national, state and local legislation that involves the construction industry. It is the committee's responsibility to prepare AGC positions for consideration by the Government Relations Committee and the Board of Directors. In addition the committee has responsibility for developing and administering an AGC Disaster Relief Plan for San Diego and Imperial Counties.

Description:   This is a new committee created in 2007. Members are asked to provide the industry leadership and direction in the following areas:

Identify, explore, and critique the construction industry's technology trends and information needs. The committee is charged with the responsibility to identify, explore and critique the new trends in which technology advancements will help make the construction industry operate on a more efficient and effective basis. In this capacity, the committee will be charged with researching new and better means and methods that will help the industry now and in the future.
Provide the industry technological training and education. The committee is charged with utilizing the information generated in #1 and developing a training and educational program that will allow members to view new technologies and to be trained in their usage. The committee should utilize the technological training facilities in the AGC building.

Topics should include, but not limited to: paperless technology, communications, industry software, (i.e. accounting, project management, estimating, takeoff, scheduling, etc.)

Meets:   5 times per year
Description:   The AGC Foundations for Success Committee is tasked with the responsibility to ensure AGC makes a long-term effort to proactively reach into all segments of the community to promote our industry as a career choice.

The committee is to develop a program that reaches the citizens of San Diego at an early age, and continue to promote the construction industry by providing opportunities through college years and beyond.

Specific tasks include:

Develop a program to reach out to elementary students from all San Diego County areas to give students basic exposure to the industry in a manner that will cast a positive image of the industry and the opportunities it presents.
Utilizing Construction Tech Academy as a prime source of high school age recruitment. This effort should include summer jobs program and an internship program. The transportation of these students to these opportunities needs to be addressed. Emphasis needs to be on ensuring that CTA participation reflects the demographics of San Diego, and that opportunities are given to groups that have not historically participated in the industry.
Assist the J.R. Filanc Construction Engineering and Management Program at SDSU, as well as the National University Construction Management Program in exposing the Programs to a wide variety of students from throughout the county. The committee will also consider expansion of scholarship opportunities, summer jobs, and internships that provide opportunities for students from throughout San Diego.
Considering expansion of the AGC Emerging Business classification. The committee should consider seeking out all firms that are entering the industry, and providing them the opportunities that AGC can provide.
Consider a major expansion of the AGC Mentor~Protégé Program. This includes privatizing this program and possibly connecting it to the AGC Emerging Business classification. The goal is to give small, newer businesses added expertise and opportunity to succeed through an aggressive AGC Mentoring Program.

The committee will be required to report annually to the Board of Directors concerning progress in all areas detailed above, and to keep statistics concerning the goal of matching participation in the various programs to the demographics of the San Diego area.
